TU = 656 no badies on it 4 hard pulls
XP = 658 tax lean filed on 06/2007 1 hard pull
1st premier bank cc limit 350$- 100$ balance opened it on 07/2008- 1 late on nov 2013
1st premier bank cc limit 250$- 6 $ balance opene it on 03/2008- never late
cap 1 cc limit 2500$- balance 1200$ opened it on 01/2009- never late
cap 1 cc limit 500$- balance 100$ opened it on 07/2008- never late
boa cc limit 500$- balance 350$ opened on 03/2012- never late
gfcu cc limit 5000$- balance 678$ opened on 02/2000- 1 late on 02/2011

what card should I look at getting next with my scores and credit ?

Considering your utilization is just under 30% I'd be looking at paying off those closed cards stat. -- Those are surely dragging down your scores 10-20pts
After you do this, Try Chase unless you've had a negative relationship with them.
Well I only have one cc that is closed with a balance on it,
never have any relationship with chase :-(

That closed card with a balance is killing your utilization -- It "looks" as if you have a card completely maxed out.
Pay it off and you should see a sufficient increase to start applying for prime.

Unfortunately this is one of those Chicken and the Egg situations..
In order for your scores to come up sufficiently for a good balance transfer capable card, You need to pay down that balance.
But in order for you to pay off that balance. You need a good balance transfer capable card.
- I'd suggest Discover, but your EQ score will likely garner a Denial.
- I'd suggest Chase Slate or Freedom, but your EX score will likely either result in a Denial or a limit so low as to be useless for that purpose.
- I'd suggest a Barclay's Rewards MC, but your TU score while you may get an approval will likely result in a limit so low as to be used for that purpose.
I'm running out of options here, friend.
What about if I tray to get a Chase Slate or Freedom with low limit to lower my utilization?, garden it for few months, lower the balance on that closed account and then go for prime cards?

Would a cash advance on his credit union card to pay off that closed card help? Personally I think if he can't come up with $750 to pay that one off he doesn't need a new card but needs to focus on paying off the ones he already has. His scores are never really going to take a huge jump with that tax lien.
What exactly are you trying to accomplish? How is adding another card going to help you?
