8% is one of the lowest rates I've seen. There might be intoductory/BT rates or promotional rates that are temporarily lower, but they usually pop up to over 10%.
For a non-intro rate your not going to beat 8% by much. Even to get to that level you'll have to look into CU cards. 8% is a great CC rate.

NFCU cards range from 7.99% to 9.99% with excellent credit.
I have a Capital One card that I got years ago with 7.15% but I dont think they offer that anymore
Credit unions have really low rates. I think I saw my local CU advertise 2.99%
Credit unions are usually the best option for low rates... Off the cuff, one in my area is offering 5.75%. Though if you have excellent credit to begin with, it's not too difficult to hop around on 0% intro offers.
First Command Bank Visa has 6.25% APR. I think it is the lowest.

If you can get citi to let you apply for the Citi Professional Card (issued as a personal card through the business unit) its 6.74%

@I was just approved this week at my CU for a Visa Plat. 8.24% and BT @ 7.49% FOR LIFE OF BALANCE TRANSFER, and NO BT fee.
