I would say the second one. Not a member, but it seems a lot more legitimate, and it's a .org (credit unions are non-profits which would most of the time mean a .org domain name)

 Both are legit CUs, but second one is what you should be looking at.

 

They don't have a preapproval page, but you can app CC along with deposit account so it counts as one HP. Alliant does pull your Chexsystem.
