3% mortgage down payment is back?

Read that the 3% down is coming back to Fannie Mae and Freddie Mac, anybody else have more info on this?

There were postings on CNN and LATimes at least vis a vis:

Doesn't seem like anything else changed really, just a new qualified tier at 620 / 3% with PMI being mandated just as it was previously.
