The article only mentions business accounts. Does this affect all card members?

This affects consumer customers as well. As for American Express trying to "sneak" the forced arbitration clause on users, putting 4 pages about it in your bill and make it very obvious how to opt out doesn't sound like "sneaking" it in to me.
