TU does offer a free service with lock/unlock - TrueIdentity.com
Experian is the only CRA now that doesn't offer a free service with lock/unlock. I had a EX premium service on a $4.95 30 day trial and when I called in to cancel the rep told me when my account revered back to the basic EX free service my EX would become unlocked, so I went with their IdentityWork Plus service at $9.99/mo., their least expensive service with lock/unlock.
If the CRA would like to do anything about the 1 hr.+ wait to speak with a rep they should all offer free lock/unlock.
