They've stopped opening joint credit card accouts, but AU's are still allowed.

Federal Card act wants every applicant to stand on their own income. Joint makes it hard to prove CL based on mulltiple incomes. Note, some card issuers still do "joint" so you may want to seek them out.

Just tried to do joint account with capitol one yesterday, they won't do them anymore as well.
