So, then, I should just go the CMRRR route to the regular address, not addressed to anyone in particular? Should I use the same MOV letter that I have used in the previous attempts?

I'd go CMRRR and to no one in particular. With MOV, that's essential step 1. [See my sig]. When the CRA won't do their job, sometimes you have to "get legal" on their buttocks.
