I just applied for the BA  Visa Plantium and was just  counter offer with HSBC with a $300.00 cl. The funnything I had applied for that same HSBC card three week ago and was denied through a different website. I've been reading this site for the last week, and I'm glad people are honest with this information.

FYI you can see if you are preapproved for any cards at http://www.bankofamerica.com/creditcards/.  This includes the secured card.  According to Jaquena, an online BoA rep, it is a soft (promo) inq to check. 
 
Hard inq of course if you actually apply.

I wouldn't base you getting a card strictly off of the soft pull. My brother filled out the form and received no pre-approved offers. The next day he applied directly for two BofA cards and was approved.

You know I think that request is a little buggy depending on the time of day, but it's the only way I know to get an 'invite' to the 99/500.  Dunno if there is still any debate on if it is invite only or not still.  I'm glad for your bro!  And at least I know I'm not going nuts... I have mid 700 FICOs and it didn't offer me any cards either save for the secured.
