Article saying to keep balances on credit cards below 35%

I thought the magic number is 10%, but I recently came across an article and the person interviewed stated that for the best credit scores you should have less than 35% or less of your total available balance used. What is the magic number?

IMO- under 30% is where you HAVE to be- 

Being under 10% makes FICO happy.
