I have heard of cc's doing this...can someone explain to me how this is done and if it is true

Yes.. AMEX is one example.. it means you will never get a card from them if you are blacklisted... blacklisted has different meanings for each CCC.. for example, if you stiffed them in the past, have a BK, ect.

Amex does have a program called Oasis where you can arrange to pay off your old bad debt.  Unless you get in the Oasis program and repay them, they will never issue you another card.  They do not reissue on losses.  I think its a crock since BK is supposed to protect you but I guess they can do anything they want,  At least once you repay with Oasis, they will take another chance on you with the Blue.
