CA Tax Lien from 1990

I've been helping someone recently with this and found yesterday that the tax lien is only collectible for 10 years; perhaps try the SOL with them?  I would, have nothing to lose...

City, county, state, and federal tax liens: Unpaid tax liens remain 15 years from the filing date. Paid tax liens remain seven years from the paid date of the lien.
