Its either when you did your credit pull, your creditor has not sent in undated info regarding your acct. Or based upon the statement appearing under "Your Statement", your acct is under investigation. Did you recently dispute any charges or have any suspicious made on your behalf?
Your dispute of $51 was enough for them to update your cr.
How recently was the dispute?
Is the dispute still under investigation?
And have you used your CC since?
Once the dispute period is over, the comments should be updated. I say should be because sometimes they fail to update the comments.

It is being reported like that because it is in dispute. When an OC account is disputed certain aspects of the TL are removed from scoring. Once the dispute is resolved, the TL should return to normal and the comments removed.
However, I do not see the purpose in placing your entire TL in dispute when it was only a charge on the account that was disputed. Nor do I see the legality of it.
