CAPITAL ONE & THE EVILS OF CA.

Upon viewing my credit report, I realized that a Cap1 acct that I opened in 12/2003 is listed as charged off and as closed by credit granter. somehow, it is also still listed as open with a balance that has been increasing since 12/2003 [when it was opened] and is now up from $450 to $1503 and has been steadily increasing every month on my credit report. Is this illegal? And on top of that, last week I got a letter from a CA regarding this acct, because I tried to contact Cap1 about my closed acct. What do I do? How do I even begin to go about fixing this? Any help/insight would be greatly appreciated!!!
