CAs deleting negative info- can they?

hey all.  thanks so much for all of your posts so far.  I've been reading the forums voraciously.  I have a ques about the collection agencies ability to completely remove negative information from your credit reports. 
 
If I send them a letter explaining that I will pay the debt in full (or settlement) in exchange for full deletion of All references regarding this acct from my credit files, can they do this?  Do they have this discretion?  They are all so evasive, and some flat out say they cannot do this.  Is that true?

The law reads that IF they report, they must report accurately.  There is no law against deleting dispite what they say (ask them for the code reference - it doesn't exist).  It is 'their policy' (well many of their policies) - and they are being hard-nosed about it as a group (in fact their 'association' encourages them not to delete)
