Election of Remedy-What the heck?

I did a PFD letter and ALPAT agreed-sent me a letter stating "client agreed to settlement of $500 -lump sum payment made my western union quick collect must be received in our office by 4:00 on 02/29/08.  If settlement is paid according to these terms ALPAT will delete this collection item from all three credit reporting agencies.
 
Did exactly what they asked.  Have the letter and my receipts.
 
Well I received a notice from ALPAT yesterday showing I still have a balance, so today I pulled a CR and guess what?  ALPAT is on there with this message LEGALLY PAID IN FULL FOR LESS THAN FULL BALANCE ELECTION OF REMEDY REPORTED BY SUBSCRIBER.  What does this mean? HELP

Do I dispute it with CA or CRA?  What letter format do I use to dispute it?

Just do an online dispute with all 3.
