FCRA, FDCPA, history question

Someone I know decided to write a paper for school (college) on the FCRA and FDCPA.

Among other things, they need info on anyone who was involved from the start in the 60's/early 70's in advocating for the FCRA, the FDCPA, and then again during the first revisions in '96. Googling doesn't find this for some reason. 

If anyone has any links to this (or more), it would be very much appreciated.

It requires some digging and perserverence, but the Congressional Record is a primary source of the legislative history of both statutes.

From the introduction of the proposed legislation,which cites its supporters and its basis, through committee reports at various stages, it is all spelled out.

 

The FTC also published an interpretation memo shortly after the FCRA was enacted which outlines their views at that time of the statute, section by section.  It is available on their web site.  A word of caution, however..... the FTC retracted that memo years later when various amendments to the FCRA made certain interpretations they provided at the time no longer applicable, so dont take that original memo as current FTC interpretation.
