The "chasing the balance" phenomenon must just be for those who had large balances. I haven't seen any of my CL's go down (only have 3 cards). In fact, I clicked a link last week on one of the CC websites and got an automatic $1k increase on a $19.8k limit card without an inquiry.
I wonder if I will see any reductions if I just stay still and don't change my spending habits...
