I've paid in full but Collections wont send me a letter of release

I settled a debt with a collections agency in NOV of 06 but they will not send me a letter releasing me from my debt. This is going on a year now and they still are giving me the run around. I call them about once a week and get the same story. Do I need to take legal action?

What do your CBRs say?  Unpaid?

A little OT, but this post made me think.
 
Would it be inappropriate if I suggest that we start naming the names of the CAs on here?  I think it would be helpful for other people who may have to deal with these people as well.
 
If this can't be done then fine, but I think it would be beneficial.
