No credit card required

So I haven't noticed any strange bills or unwanted charges to my credit cards but I was checking my credit today because I wanted to apply for a new card and I noticed that there was someone with another name registered under my Experian account.
He has the same first name and a similar last name, only different by 1 letter. There are several credit pulls by him, auto financing and banks, and it's pulled my credit score down from about 790 to 760, but nothing too crazy.
I checked my TU and Equifax reports in detail and did not see this guy in there or anything unusual.
Is this just a mistake by Experian or ID theft?

I would call experian and get that corrected as soon as possible. See what is going on there.
