You need to be proactive on this one. I would do as follows:
1. Submit formal complaint about ID Theft to the FTC. Print a copy which will serve as an Identity Theft Affidavit.
2. File policy report, and get a copy ofr the number.
3. Attach FTC Affidavit to Police Report.
Make copies, write letters and send this to all your creditors, CRAs, IRS and all relevant parties. However, make sure all the information is correct or as accurate as you can remember on your FTC Affidavit. Do not lie or exaggerate. Use phrases such as, "at or about," and "to my best recollection."
Send by US postal service CMRRR and *NOT* Fed Ex or UPS. Only use the US Postal service for *all* correspondence. For the most sensitive, prepare two identical letters (1) sent CMRR, and (2) regular first class mail.
Make imaged copies of everything.

See if you can find a copy of the judgement or court docket number. Do you know where the judgement was rendered?
Have you called the CA? Where is the court oder? Did they make any attempts to collect debt? Can they prove the debt? Is this a current scam or new ID theft? Your bank must be completely stupid to fork over your money without a garnishment order! **bleep** are they doing? What if you're being scammed?
Call your bank, make sure they actually have a verified court order to release your funds. 2. Close your account immediately if they did this without any thought at all. Call the CA, let them know you will sue! Unfortunately, you are going to have to sue. God help them if they are not licensed in your state. Clean them out!

My guess is "sewer" service with default judgement. Happens all the time.
If you can show procedures weren't followed for proper service, you can have the judgement vacated.

Don't know if its been answered (i haven't finished the thread) but Providian was a sub prime lender (think CapOne rebuilder cards). The bank or at least the card division was purchased by Chase....
I've heard of Providian, don't know if they are still in business,
I believe they were based out of California, issued visa cards

Providian was a subprime lender that was acquired by Washington Mutual and subsequently chase. Aspire was also a terrible subprime lender that is no longer in business. Think FP x 1000.
If you have direct deposit going into the "siezed" account, stop it right away.
