Is the SOL in Wa. State 3 Years for CC accts?

Washington Statutes of Limitation

Written contracts and accounts receivable: 6 years, (RCW 4.16.040).

Oral contract: 3 years (RCW 4.16.080).

Recovery of property and judgments: 10 years, (RCW 4.16.020).

I have two questions:

1. Is a CC considered a written or oral contract?

2. Does writing & signing a cease & desist letter saying that I intend to pay the balance in full change it to a written agreement?

A credit card is open ended which is 3 years.  No, signing a letter does not make it a written agreement as far as SOL is concerned, however, it may re-set the SOL.  I spoke with a consumer attorney here in WA and was told both parties need to sign the agreement.  This same attorney also told me it is not illegal for a CA not to validate.  I would suggest contacting an attorney in the local area for a free consult.
