OK, sorry to be so dense...but then again it is morning here...lol
 
I have read and re-read the letter and am just curious if it applies to an OLD medical coll that was PAID off as well?  Seems to me  it does....any feedback on my interpretation? Or am I just too hopeful?

Yes it should apply to an old paid collection.
 
The MDs 'determination' that they didin't violate is only that 'THEIR OPINION' - there is absolutely no purpose in reporting or continuing to report a paid bill under HIPAA (in fact they can't)...

Ok, I had UPMC's claim forms showing paid in full faxed to the OC's and both of them said they will contact the Cra's right away to tell them it was never my fault and to remove from my reports. They each said it will take a few weeks for the CRA's to fix it but be patient.  After my approval or more than likely denial comes back from Hooters then I am also going to dispute with the CRA's as paid by medical insurance and not my fault.
 
Is this all I need to do since the OC has agreed to take care of it or should I also DV the CA's and sende them a copy that it was paid by my insurance and also send the CRA's copies that it was paid by my insurance?
 
I just want this off my credit report immediately and don't want to wait lol

So, would one fax, email,  send reg mail or CMRRR this to the OC?  I  am lucky enough to have contacts for each method on this...

In my admittedly limited experience, I've had good success with actually talking with a person at the OC after contacting them by mail.  Yes, I know that "never call" is usually said about CA's, but the OC (actually the medical biller for the OC) was relatively easy to work with from my end.
 
What worked best for me was sending off a letter CMRRR first, then calling to confirm that they actually understood the full series of events/timeline/insurance foul-up.  It resulted in an AUD (automatic deletion) for me last week, after about 6 weeks of "dealing" with the issue.
