A business obtains permissilbe purpose to pull your credit report if you have initiated a business transaction with them for which there is a legitimate business purpsoe for reviewing your credit as part of the transaction, even if there is no extension of credit.

I knew I had to wait until my student loans rehabbed, so I would NEVER apply until then. I found the site I was on based on previous laptop activity and I got an alert a couple days after. I didn't apply and I received a hard pull. I have no idea why. I called Experian and asked about a few other things and forgot to ask about the inquiry, so I'll call the bank tomorrow. And, call experian back to dispute if necessary.
