Does this mean that if I have a TL whose DOFD is 06/01, then the CRTP is 12/08? If so can it fall off anytime before or between? Can I send the OBSOLETE ltr in July and request a DEL?
 
From a diff angle.  If the DOFD is 06/01, can I send the CRAs a ltr in April saying it's coming off in two anyway, please DEL?

Since the DOFD is set (the OC sets it which is why you hear 7-7.5 to protect the CRAs from a lawsuit for something at 7 years and one month) it will drop no later than the end of June 2008.
 
Personally, I wouldn't even touch it unless it doesn't come off.
