Removing a judgement from CR

Hello all..
I am working on cleaning up a friend's credit report.  On this report there is a judgement entered in 9/2002. SOL in CA is 10 years.  In investigating I found the following statement regarding removing judgements:
 
If it is still LEGALLY on your credit reports, dispute it with the credit bureau's before you contact the JC (judgement creditor).
 
My question is this:  Dispute it as what?

SOL for state doesn't matter  it is crtp that counts & that deals with CRA.  Is it paid?  if so and it doesn't say paid...dispute as inaccurate

If it's not paid then I don't believe the SOL applies. Once it's paid then it can be disputed as showing still open. I had one on my report years ago. I paid it off and it still remained, marked as paid, for 10 years, then it dropped off.
