Score needed for mortgage refi?

A friend of mine is looking to refinance her mortgage.  Does anyone here know what Fico score she needs in order to get a good rate?

A good rate? 720 +

An average rate 650 - 700

JMO .... rates should be at a LOW over the next few weeks.
