Scoring factor of Closed CC accounts

If a CC account with a balance is closed due to being enrolled into a hardship or DMP program, does FICO factor the balance when calculating a score for any of the 3 CRA?  Equifax for example will move the account to the closed category and though the balance will report, it is not a factor in the DTCR.  Is this the same when calculating FICO scores?

Yes, closed accounts are included in FICO revolving utilization if both the balance and credit limit are reported.

So, only if both the credit limit and the balance are reported then the balance is considered a factor when determining credit score. This then brings up another question, what if only the balance is being reported, is the balance a factor or not?  BTW...thanks for your response.

If the balance is reported and the credit limit is zero then the balance is excluded from FICO revolving utilization.
