Security Freeze Question

I just signed up with Truecredit ad Transunion allowed me to do a security freeze on my credit report. When I tried the same for eqifax and experian I found out that Texas actually does not have a provison for security freeze unless you are a victim of identity theft. Is ther anyway around this? I have about 14 inquiries on my CR because of collection agencies so I want to block anymore pulling of my CR until all these inquires fall off. At lease this way I can control who gets to see my CR and stop all the junkmail I keep getting with outrageous Credit card offers.
