Suing in Pa small claims court ?

I was recently told by my local district justice that i could not sue a collection agent for Fair Credit violations in his court because it is a federal issue .I know of people who did use this method and won a judgement . I was wondering if anyone has more information on this subject ?

I was hoping to do it in state system because I could do it without a lawyer. I am going to check with a local Attorney on Monday.
