Orchard may be an option.. other than that a secured card is the way to go.

Bank of America Secured, only has a $29 Annual  Fee,  looks to be the best out there in terms of fees and such.

Elan Financial Services have great secured CC. They also will give you a unsecured CC in 18 mths or 12 mths...depending on your account status. Annual Fee $35 Interest is 23.24% but I pay mine off every month. Orchard Bank has the best CC for bad credit though. Just try not get one that charge $25 for every CL increase you get.
