I have the CAP1 Credit Tracker showing TU score of 693, today I ran the My FICO TU and received a socre of 653 - why is there a difference?

Credit Tracker score provided by Capital One is not FICO.
It's the same fako score which you can get from Credit Karma.

Short answer: different scoring models produce different scores. You can't rely on one scoring model to determine a score generated by a different scoring model even if comparing a FICO to a FICO.
