When is certified mail begins in iowa for small claim under 2,600 for credit card debt

It says I need to file a Appearing and answer within 20 days. So, does mailing it with a certified mail begins as soon as you pay for it during your visit to post office or when it is deliveried to the plaintiff?

I believe it needs to be post marked before the time limit is up.  But you should check your state statutes or ask an attorney to be sure.
