Who Gave Me Credit "state reside, or store state location"

If I went to New York to JCPenney in NY to open a credit card, however I reside in NJ, will it pull by the state in which I live OR will it go by the state in which the department store is located?

that state where you lived at the time you applied OR if you moved, they may file suit in that state.
