It's all risk analysis based on numbers and the numbers indicate that credit seeking is risky behavior.

It's definitely not a game.  It's big business with a lot of money at stake.  What may not make sense to an individual isn't necessarily stupid.  If one wants to determine if it's stupid or not then one really needs to do the proper analysis based on hard data versus speculation and anecdotal evidence.

They want to know if and when you have been looking for credit. Not all inquires are simply credit cards. It may have been car or mortage application from a year ago, and if you were denied you may try again at any point, which they might take into consideration when setting your limit, or their willininess to approve you.
