buillding credit

Hello again...so I am interested in building my credit. I have 2 accounts that are current/on time..but basically maxed out. I was under the impression that as long as you pay on time it built your credit. I had no idea about the % of usage....also one of my cards is a home depot has promotional incentives, 0 interest till july 08 due to my purchases being above the 299...I was wondering does that matter? The other is a JC penny a couple hundred shy of max that I have paid on time....I also have a couple other cards that are paid and have been paid for well over a year. I was wondering should I use them for something small and pay the balance immediatly to get some points?
