Ok so how can it be paid off? Do they contact a collection agency and if so how do we know which one?

I see well then Ima tell my dad that this has to get paid, and last question do you pay "original amount owed" or "balanced owed"

You would pay the balance the CA is showing.  Try for a PFD though, with maybe a settlement offer.

When this gets paid it will be paid in full since its just $229, and ok looks like it will be the balance owed. Thanks for your help!
