household bank APR

I missed a payment last year with my HSBC household Bank account and they put the default APR of 30% on the account.  I then PIF every month for 8 straight months-
I sent an e-mail to them on June 8th asking for a APR reduction - and recieved an e-mail back saying
"We received your request for a reduced Annual Percentage Rate; however, a lower rate is currently not available. 

Please be advised that all accounts are systematically reviewed on the basis of their credit report and payment history to determine if they can be repriced to lower interest rate."

Well I was paying my bills today and realized they reduced it to 14.9% on my June 25th statement.

Now I just gotta get a CLI out of them......
