looking for a financial forecast on interest rates for late september? Higher or lower?

I'm refinancing into , what I'd hope to be a fixed rate prime loan.  Just wondering if interest rates are going to stay where they're at, climb, or fall slightly by late september... I'm hoping that in my credit range of 700-759 I can get somewhere between 5.85 - 6.45%
