"Online Collections" Agency - Anyone have experience with them and their 53% fee?

They tacked on 53% on top of the original balance.  Is this legal?  Has anyone had luck negotiating with this CA?

The charges from the CA MUST be the same terms you agreed upon with the original contract-
 
They can not add phantom fees.
