"refusal to pay" letter

OC must have been brain dead and included in their paperwork to me a letter form the CA that says "I am refusing to pay the debt" - I dv'd the CA - isn't DVing a legal right and can it be construed as a refusal to pay?

It is NOT a refusal to pay!!!!!!!!!  It is demanding (or asking) for validation!!! It is your LEGAL right!

Doesn't the DV letter specifically state... "this is not a refusal to pay..."?
