20 yr rate on refinance & my sistuation

I 'm thinking to refinance . I have $141 K princiapl and the home is worth ~190K.

I have been quoted a rate of 3.875% for a 20yr loan yesterday . The closing costs are $2,500.

is the a good rates and closing costs ? Im thinking of moving forward. Appreciate any input and thoughts.

Look solid to me - do those costs include EVERYTHING? if they do you are fine if not see what they cover.
