My average score from all 3 reporting agencies is 616. I have my income to debt ratio is 7%. I have a small down payment. Where should I look for loans?

Your average score is irrelevant. You need to know what your middle score is and they have to be FICO scores. If you scores are 700,600 and 550, it will be the 600 score, not the average of the three (coincidentally 616)
Plus, to provide better guidance, you should look at the post Shane put in the sticky section that has a lot more questions such as, income, purchase price, ect ect.. you haven't provided enough information for anyone to really help you
