No. Please read about mortgage scoring in the stickies above.
You can have the collection paid and removed (sometimes) and then rescore so you don't take a rate hit. Also chat with your LO, normally if your mortgage score is 740 and above you qualify for the best rates anyway. All they will require is an letter of explaination for the $59 collection (sounds like it slipped through the cracks).
