Are there changes in conventional refi's coming in April?

I have been in the process of trying to refi since January! They appear to be taking their sweet time in closing this thing. Was locked in at 5.50 from Wells Fargo (my current mortgage holder)

 

I was combining my 1st and 2nd and to get a few dollars hopefully to pay off some debt.

 

I think if I was getting up to 85% or 80% no PMI was needed. Is something changing in April to move this % one way or the other? 

 

Do not want to pay PMI...

Nothing is changing in April as far as the LTV one needs to be at in order to avoid PMI.  It's always been 80% LTV.
