How many inq's and how old are they? Mortgages are not as inq sensitive as some cc apps because the loan is secured by the collateral.
Did you app already and get turned down due to inqs or are you anticipating that you have too many?
Cash out on an investment property has different guidelines than on a primary residence. Not sure if you can even get a HELOC on an investment property. I am inclined to think it would be regular cash out type mortgage, but I'll let others answer that for you.
