Spoke to the underwriter and they said you would be fine to swap homes like that. Since the new home you are puchasing is less than a year old it would need to meet FHA new build requirements, but they aren't too difficult to meet. I'd bring up FHA financing next time you speak with the builder. Hold onto that letter like gold.
