I don't disagree with your assessment of the job being incomplete, OTOH we have no leverage with the attorney to MAKE him finish the job without additional payment.

Oh...yes....you do. Just mention the state bar association. We filed a complaint against an attorney once, and things were rectified.
In theory, you're correct. In practice, an alienated or pressured atty won't proceed in your best interest or could even deny he consummated such a deal.
