Closing costs and USDA loans

I searched all over but couldn't find a definite answer. Can closing costs be included in a USDA guaranteed loan?

YES! and have the buyer pay them. offer them x amount for the house with buyer pays closing costs

YES very common. USDA is 100% financing. make an offer stating seller pays closing costs. they might counter-offer you higher agreeing to pay your closing costs.
