Yes. If it is more than $100 it is included. Anything less than $100 and less than 10 payments does not.
However, there is a little trick that some lenders will do and a lot don't know you can do.... and that is to reduce your assets by the payoff amount (kind of simulating the payoff) and if you still qualify, it can be excluded.
